Icons refreshing on startup (turns blank)

I wanted to get rid of the security shield on some icons, and be able to keep UAC ON. I followed someones directions on another forum, and it worked. But now on startup most of my icons turn blank for a couple seconds, and it's very annoying!

The directions that I followed:

1. Turn OFF UAC and restart
2. Open task manager
3. Open command prompt - cmd.exe
4. In task manager, end process explorer.exe
5. Back to cmd.exe
6. type in: cd %userprofile%\appdata\local
7. type in: del iconcache.db /a
8. turn on explorer.exe
9. turn on UAC and restart

What exactly did I do by deleting the iconcache.db? Is there a way to fix this without reformatting?

System specs:

Windows 7 Home Premium 64-bit

You did nothing wrong, when you restarted the computer iconcache.db should have been recreated. Check that it has. It is not uncommon for the desktop items to be blank for a few seconds on start up particularly if you have a lot of icons. This is because other start up programs are using most of the processor and hard drive time. Reducing the number of start up items or changing their load order may help.
