Stops at logo screen

Just aquired a dell deminsion l466c. When turned on everything stops
with the logo screen. tried to get into the bios with f2 and change to
boot from the cd with f12 . No succes. need some ideas.

Try DEL to get into the BIOS, then manually move the CDROM up to the first
boot device.
