Decrypting a file in WinXP problem....

A friend of mine encrypted some files a while back, and moved the encrypted folders to a second hard drive before reformatting the C drive and re-installing XP. Now when he attempts to decrypt any files or folders, he gets an error message telling him he does not have the proper permissions to decrypt the files. Any way he can decypt them?
