I have a KT7E, and the bios will let me change the I/O voltage of the CPU.
I know when I had an AMD K6-2, if the I/O voltage wasn't right, it wouldn't run.
Would there be anything to gain by increasing/decreasing the I/O (input/output) voltage of the CPU?
The CPU is an AMD Athlon XP1800+ T-Bred B OC'ed to a mere 1733 (I can't make it stable any higher.... yet).

Water cooling is for the weak. Get liquid nitrogen.
