HP OfficeJet 7410 Won't Boot

I can't get the HP Office Jet 7410 to boot. It shows the startup screen and goes into a loop...same screen. My printer cartridges are hard locked...HP thinks this is the problem. Any suggestions?

Try troubleshooting and resetting your printer, download drivers for your model.
