Right-click Google Chrome on the taskbar and select "move". Now, before doing anything else, tap an arrow key on your keyboard (left, right, up, down...doesn't matter which). This should make the mouse grab a hold of the title bar of chrome.
Then just move the mouse till you can see the buttons you want.
If moving the mouse doesn't isn't working, after you click "move", just use the keyboard arrows to position the window.
If "move" isn't an option, click restore and try the above. "move" won't be available if it's in full-screen mode, which restore will take it out of.
