At bootup it says I have a 2400+. But in the bios the settings in optimal mode are 133x12.5/13=1662.5 or 1729?? It should be 133x15=1995. What's going on. I have the Asus A7N8x deluxe mobo. Even more confusing is that the setting is 7.0/15?? If I use this multiplier do I get 7x133 or 15x133?

I'd say you don't. If it was a 2400, it would already have the last L5 bridge cut allowing you access to the higher multipliers so that you can get 15. If you were to select it right now, I would assume you would get 7. Try it out. If you get 15, hooray, if you get 7, boourns.
