Help Setting Up *Guest* Account?

Hi, I'm setting up a new PC for a non-profit org. planning to allow
veterans to utilize it for help with benefits, employment, etc. How do
I setup a guest account for the vets that will keep them out of the
admininstative end of things, e.g. settings, etc.? Also, how should I
setup IE to keep out *porn*? The new PC and one other PC are on a
wireless modem/router, are there settings I need to change to prevent
access from the new PC to the other PC? Any help will be most
appreciated!
