My hp netbook wont boot up windows 7 starter

Welcome to Tom's Hardware Forums.
If this is a brand new unit, first make sure it is plugged into the wall before attempting original set-up (often a built in requirement for laptops/tablets, etc since original install may take longer than even a fully charged battery alone can supply power) if it is/was plugged in when you attempted setup, you'll need to take/send it back to retailer for exchange.

If it is not a brand new unit, what was the last thing you did with the netbook (updates, new programs, practicing registry editing, etc..)?
