troubleshooting CPU or MOBO failure

After installing a new CPU cooler my PC will not boot, The mainboard powers up the cooling fans works but No BIOS screen and no POST error beeps at all. I Think the CPU may be dead but I am also woried about the Mobo as it was very difficult removing the old cooler. If the CPU is dead should I get POST beeps to indicate this? Or is it likely the Mobo is damaged.

What would be the best procedure to determine which component(s) are faulty? If I remove the CPU and boot should I get some BIOS Activity POST beeps that would indicate the board is okay but the cpu damaged?

Thanks for any advice/help

If the Board is dead, nothing will happen.

If the CPU is dead you'll get the GPU screen but that's it.

First thing... check that the heat sink is correctly installed...

Second we're going to need more system details before we can give you much advice...
