I encountered these problems after I install SP2 :

USB cable link cable no longer works : it has bulk read error 11

USB external HDD storage : No longer detected

My old computer is HP Pentium 3 600MHz bought in year 2000
WinXP(upgrade from Win98) with SP2 installed

Appreciate if anyone can help

Try uninstalling the USB drivers in device manager and restart so XP detects
them again.

Thanks Neil,
I should have done it earlier, but the USB for external HDD is just
does not work - there is no driver for this.

Try this:

1) Disconneect external HDD for USB.
2) Remove all Root Hubs, USB ports, USB adapter and hubs for the USB
section in Device Manager.
3) Reboot. XP will re-detect all the USB adapters, root hubs and ports.
This should fix the USB problems
4) Try the external HDD again. If this does not work, try to see if you
can get another USB link cable .

Windows XP with SP2 here...
Good grief! I've been using an external 80-G hd on a USB port (2.0) for
nearly a year, with no problems AT ALL. What did I do wrong??
