You can do better than that. I have a P4 2.4B Northwood 533 (non-C stepping) chip, and I am at your speed on air cooling.

No offence buddy. Just having a little fun. Seriously though you should be able to get 3.1Gighz easy and most likely up to 3.2-3.3Gighz. Sounds like that is your first attempt though if I interpret what you are saying correctly so congratulations.

even if you try to go high you will be limit by the chipset heat or trace capacity or filter on the boards.A better chipset heatsink will give you more headroom that a better cpu cooller.In theory you should be able to hit around 3.4 if not limit by the mainboards.
Firstly try changing the memory divider to 5:4, rather than the 1:1 that I am assuming that you are currently running.
What voltage do you have going to your ram also what timings? Try running it at 2.8V. Also relax the timings a bit if your running at CAS 2-2-2-6 try CAS 2.5-3-3-7.
You have probably either hit the FSB-wall of the chipset/CPU or your memory is at it's limits. A 239MHz FSB is very high indeed, nearly a 20% FSB overclock on an already highly pumped FSB. This is why a 2.8C is probably the best buy for the money. At the same FSB it would be able to reach 3346MHz with memory and bus in sync (1:1 memory divider). If your memory is holding you back you can always try to lower your memory dividers, though this is not optimal in any way.
