What region are you setting to and where (in theOS or the simulator)? Are
you useing a different region's Windows OS with a US version of Flight
Simulator? Does this problem crop up everywhere? Possible your system is
reducing scenery details because it can't keep up with the FPS goal you have
set? What results do you get running the video and sound tests in DXDIAG?
CPU, RAM, DirectX version and video accelerator (driver version and video
RAM) specifications?

I have a P4 3.2 GHz CPU with 1 GB memory and Radeon 9800 video card. I have
English version of Windows XP Pro and English FS2004. I am BTW from Norway,
and I have bought FS here too.
I would like to have my regional settings at Norwegian, but then I loose
all water effects.
FPS is locked on 18, wich it can display with no problem.
I have talked to several other people, and they have all the same problem:
the water effects are only on when US regional settings are selected in
Windows XP control panel.

This is not a bug, your settings must be low, or your PC
can not render everything in a good timely manner.
