Monitor only has display port. how can i use it as a tv?

You can get an adapter to convert the display port to either HDMI or DVI.

Tried adapter displayport to vga, no go.

If your using a computer monitor for a tv then you need a tv tuner because the monitor is not a tv and does not have a tv tuner. That is the reason the displayport to vga did not work. So as it is now the HP Elite L2201x will not function as a tv because it does not have a tv tuner.
