Forum Windows 7 : Security Virus

Hello,
i've got a virus on my laptop and some software called security tool has stopped me from doing anything on pc can't get on the web. is this software part of windows 7 and if i put a anti-virus disk in pc would it rid laptop of virus and this security tool software??. thanks bryan
