Hi.
I'd first recommend you to learn actual programming a little bit. Having done that, the "version" question will fall off automatically. If you want to go on with C (and I think you mean C++), then I'd recommend reading "The C++ programming language" by Bjarne Stroustrup. Also, you might want to post programming related question to a more programmer oriented forum. Toms hardware is more about hardware (hence the name), than software and programming
