I just did a clean install, I installed MS Office 2003 and Symantec
Antivirus. Now when I go to Add/Remove programs all I get is "please wait
while list is being populated". They list of programs never shows up. Any
ideas?

From the practice, usually helps the followed set of the commands, based on
the mentioned article:

regsvr32 /u %systemroot%\System32\Appwiz.cpl
regsvr32 /u %systemroot%\System32\Mshtml.dll
regsvr32 /u %systemroot%\System32\Jscript.dll
regsvr32 /u %systemroot%\System32\Msi.dll
regsvr32 /u "%CommonProgramFiles%\System\Ole DB\Oledb32.dll"
regsvr32 /u "%CommonProgramFiles%\System\Ado\Msado15.dll"
regsvr32 /u %systemroot%\System32\Mshtmled.dll
