Rebuilt PC won't turn on!

Hello, I just rebuilt my PC as i brought a new computer case for it. I turned it on and it was all working fine, i shut it down and turned off fine. I went out for a bit and i came back to turn it on, and there was no sign of life. Nothing was starting. Not even the fans.

PC Specs:

CPU: Intel i5 2500 @ 3.3ghz - turbo frequency 3.7ghz
GPU: Nvidia Geforce GT 240
RAM: 4gb @ 1333mhz 240pins Non ECC
Mobo: Gigabyte H61M-S2V-B3
HDD: 1x75GB 3.5inch and 2x160gb 2.5inch
Heatsink and cooler: Asus axe square Gold edition
OS: Windows 7 Professional 64bit

I have tried various things such as;

Booting it up without the GPU - No luck
Tried using 1 ram module - No luck
Using 1 hard drive - No luck
Using a different power cable - No luck

The only thing i can think of is it could be the mobo or the power supply, What can i do to fix?

PSU has gone - Tested it with a paper clip and nothing turned on the PSU.
