Computer powers on, stuck on black screen, can't power off

So I have been trying to fix this problem for the past few days...

The PC simply powers on, all the fans spin, but it sends no signal to the monitor and won't boot to bios. Strangely, it is stuck in this state and won't even power OFF via the case button unless I press the power supply on/off switch.

I checked all the power supply connections (Have a Corsair HX650 PSU) and they're all secure. I tried leaving only one stick of RAM in - I got it to successfully boot once. It ran fine for about 15 minutes, then the computer locked up and I had to force-shutdown by holding the power button. Since then, neither stick of RAM results in successful boot.

Nothing is overclocked, although my 6950 is unlocked to a 6970. I haven't experienced any artifacts at all, so I highly doubt the GPU is the problem.

At this point, I'm down for spending some money to replace the broken part. I have a feeling that it's either the motherboard, CPU, or the RAM. Any advice?
