I've seen people say to use rubbing alcohol or Nail varnish remover.

I've used Arctic silver 3 for a couple of installations and always been happy with it.

Goo Gone. Nothing else. (Alcohol and Acetone may/can be harmeful to your proc). If you live in the eastern US, Dollar Tree (Everything's $1.00, ect) may have it. If you can't find Goo Gone, then any citrus based solvent will work. (Chain cleaner available at a bike shop, for example)

I've also used Goo Gone to remove silver lacquer from my proc, but it takes a looong time.
