Although i can see the fear of OCing, if your careful, follow the stickies in the OC forum, you can easily get a i7 930 CPU close to 4.0 on air w/ an aftermarket cooler. Thus more bang for your buck.
OCing a graphics card will not give you as much of a step up (@ least in my experience) but over a hundred Mhz core increase is normal w/ even stock voltages.

What exactly are you looking for?
