Bug with recognition of apostrophe key. V. Frustrating!!

Just hoping someone has a way to fix a bug that has been on my system since a
recent reformat. In any program, pressing the apostrophe key just once won't
make either apostrophes or quotes appear. Any second keystroke will cause
them to pop up, but it's a pain whenever editing, as you need to delete the
'confirmation' keystroke. I just want this to go away, but can't find any
setting to fix it.

I am in Australia, incidentally, in case this is an international newsgroup.
Running XP Pro.

Are you using an international keyboard? If you are then switch to one that
fits? Do you use the UK keyboard there??? I really don't know but if you're
using an international keyboard the pressing of that key and then a letter
will make something like this é and pressing (on the way I have it setup)
ctrl + alt and then a key will make other special characters come up such as
these: ²³®åü etc....
