Help me i am so stupid

Hello,
i was a dumb ass and put a messed up hard drive in to my new computer and now it wont boot the os win 7 so i bought 8 and it gives me the error bootmgr missing can some one hlp me plzz
i have tryed it all spent almost 600 on programs and am ready to say *** it

Get a new hard drive and install your Operating System. Save your old hard drive so you can recover your files.

boot to the CD, format the hard drive, install windows 8.
