HOW CAN I TRANSFER MY VISTA EMAILS OVER TO MY NEW COMPUTER THAT HAS WINDOWS 7

You can begin by not typing in caps , it means you are shouting by doing that and that's rude we are here to help and not to get yelled at.
In Windows 7 there is an easy transfer option in the start menu and in the aaccessories folder,

What e-mail program? Win7 doesn't have Outlook Express. You'd have to export them out of Vista(outlook express?), and into whatever program you use in Windows 7.

I also 2nd the rudeness of using all caps. It really makes it much harder to read.

Hi :) 

Vista does not have Outlook Express, it has Windows Mail....

Install THUNDERBIRD (its free) into 7 then import from Windows Mail to Thunderbird...

I agree I've put thunder bird on a couple of computers and its great. Export your outlook info into file and put it on t a USB drive and copy it on. Then run the import on Thunderbird and you get you inbox and contacts.
