USB Problem

Hello,
Am connecting an HP Offficejet 6310xi to my Dell Inspirion 545s. Have purchased correct driver from HP to eliminate campability issues with windows 7 64. Install goes smooth up to the point where it calls for connection of the USB cable to a port on the computer. I make the connection and nothing happens, on any of the 5 USB ports. HP says they can re program the ports for a fee. Are the USB ports actualy my problem???
