I just purchased a factory refurbished HP Pavilion ZE 1210 notebook. The
spec sheet says that I have an
Athlon 1500+, with a true speed of 1300 MHZ (1.3 Ghz)

When I right click on My computer and click propertioes, it tells my the
CPU is

Mobile AMD Athlon 4 1500+
500 MHZ.

Is windows misreading the clock speed, it should read 1.3 GHZ

Thanks for your help

Windows reports 500mhz because that is the speed that your cpu is running
at during a low load condition. This is a function of the "Mobile" chip to
save battery power. It will speed up when needed.
