What are the specs of your current Dell? 500 isn't a whole lot to invest in a new laptop. You'd be looking at a cheap Acer, Toshiba or Asus with a lowend Intel or AMD dual core with integrated graphics. Now depending on the software you need to run, that may be fine.
As far as the terms in your title go, notebook and laptop are interchangeable terms. Netbooks on the other hand are small systems, usually 10-12'' screens that weigh next to nothing. Most tend to be underpowerd and unless you need extreme portability and are only looking to surf the web and do basic word processing, should not be considered.
