LG w2353 flat panel looks like split screen

I've had my LG flat panel for 10 months and it just started showing this problem. It looks like the right half of the screen is "foggy". There is a perfectly straight dividing line from top middle to bottom middle where the left side is nice and sharp but the right side is slightly faded looking. Is there some kind of split screen setting I can't find or is my monitor going bad?

I just discovered it may be related to that Windows 7 feature that lets you snap two different apps to either side of the screen. It looks like if I drag an app to one side, it shows where the app will snap into place and it is exactly at the dividing line I am seeing. Does that make sense? Is there a way to turn that feature off in Windows 7 to see if the problem goes away?

I have the same monitor and you can turn the feature off by going to the f~engine and setting it to normal and it should fix the issue

Please explain "f~engine" as this sounds exactly like the problem I am having with my LG monitor. thx
