Usb Scanner issues

Hello,
I have a HP 505b mt with windows 7 pro 64bit. Everytime the computer is loged off the computer doesnt see the scaner pluged into the usb port. On reboot it does. Changed advance power setting, changed usb ports, updated bios and drivers. Please help obi-wan kanobi

If the computer is log off, how are you using it.
