start -> programs

Shell Folders

Set:
"Start Menu" to "%USERPROFILE%\Start Menu"
"Programs" to "%USERPROFILE%\Start Menu\Programs"
"Startup" to "%USERPROFILE%\Start Menu\Programs\Startup"

All of the above are REG_EXPAND_SZ values.
Logoff/login back.
