will a cpu get hotter if...?

what i want to know is if a cpu is at 100% usage does it matter what it is doing to get that 100% make it run hotter? like if i played games for an hour would it get hotter than if i let seti@home run for an hour.

Yes, there can be a slight difference. For example if you only use integer operations, the floating-point unit(s) won't produce much heat.

Also, SETI@Home might not use all clock cycles even though Windows indicates 100% usage. The task management is a little more complex than that...
