I just picked up a '75 Gottlieb Abra ca Dabra. When playing the game
you can hear the 'knocker' when you score a free game (via points or
sequence awards) and it seems to be trying to advance the scoring
wheel, but the wheel never goes higher than "1" credit.
It will go back to zero credits when you start the next game but just
won't advance past one credit. This game has the "speedometer" type
credit wheel with the two solenoids and white ratchet wheels.

If I 'jiggle' (don't know the correct term) the scoring wheel a little
and then manually trigger some specials or high scores, it will
register additional credits.
I've then "scored" a bunch of free games and it will count them down
one at a time as I play new games but then seems to get "stuck" again
at '1".

Given the OP's description, it sounds a lot more like a problem with
one of the switches on the credit wheel assembly. I'd recommend
checking all the gaps, and also: check to be sure the post on the wheel
isn't forcing the AddCredit switch open at the 1-credit position. It's
possible some previous owner moved this post from a more reasonable
location (like 9 or 15 games). If you're not familiar w/ EMs, this is
a short post, or pin, mounted perpendicular to the disk. As the number
of credits increases, this post moves towards one of the switch stacks.
When the post gets there, it forces the switches open, defeating the
"add credit" circuit. I'm embarrassed to admit I can't remember if
the "knocker" circuit goes thru this switch stack as well -- if it does
then clearly the stack is closed, although the AddCredit switch might be
bent or dirty.

I have a Gottlieb Pioneer that has the same type of speedometer credit
unit. According to my manual there is a "Replay Unit Stop Adjustment."
This appears to be a series of holes around the ratchet wheel. In the
manual, the holes are labeled clockwise as 1, 3, 5, 7, 9. It looks
like placing the screw in one of these holes sets the stop adjustment.
As a test I ran out all the credits and then placed the screw in the
"1" hole. I saw the same behavior you did. It would coin-up to 1
credit but would not add a second. Winning a replay would sound the
knocker, but would not add a credit. It stayed at 1.
You might want to check how the stop is set on your game, as this could
explain the behavior.
