BITS Issue cannot start please HELP Urgent.....

Hi,

Start/run services.msc, scroll down to BITS and double click it. Go to the
recovery tab, set the first action to "restart the service". Now, go to the
dependencies tab, make note of any services that it depends on and ensure
they are enabled to either start automatically or manually and are not
disabled.

I am having trouble starting the BITS Service on my WinXP Pro SP1...

I have tried installating the latest BITs 2.0 but this still hasn't
fixed the problem.....

Even if I try to start BITS manually it doesn't work..... it gives an
error code "Cannot start BITS service with error code 2147024846"

Has anyone come across this before....

Please help.......... I've reinstalled WInXP 3 TIMES and this error
still comes up constantly......
