While we are on this topic. I have a p4c at 2.8GHZ w/ a stock intel cooler. The idle temp seams to go up the longer my computer is on. Right now it's at 38. When I boot its at like 31-32. My load temp is always 50-52. So is something wrong or is it normal.

normal...think of it this way...when you first start your car engine...it is relitivly cool...with time it heats up to its normal operating temp...

40C is fine.
relax

if thats idle then full load will be an extra 5 to 15C... but even then you are still fine.

id say its cause your case flow isnt enough to keep it low, cpu temp usually gets as high as its going to get the first 5 min its on.
