Enable two sound outputs simultaneously?

In Sound->Playback Devices I have "HDMI" and "Realtek Digital Output". If I set one, or the other as default device the output switches as expected. I don't see how to enable both, however (something that we take for granted for analog sources!). I was told this is in Windows 7 "by design". Any confirmation, refutation?

I tried for a long time to find a way to get 2 playback devices to work simultaneously and have failed.
I've got 'Speakers' and 'Realtek Digital Output' & i can only have on or the other output sound.
