Cannot start terminal server service

I have strange problem with WXP pro. I cannot start terminal services
service. Starting it gives error message "The terminal server service failed
to start because this is not a terminal server computer". Because terminal
server service cannot be started my task manager doesn't show user names on
processes display. Also there is no check box for showing processes from all
users.

How to fix that without reinstalling windows?
