I recently bought an Auto Charger (Code # PSI-603) from Pocket Solution
for $12.95.

I'm having no problem with it charging my Tungsten E.

It's entirely possible that there is a break in one of the conductors
inside the cable from the cigar lighter plug to the Tungsten|E plug.

I recently had to fix a Nokia car charger lead displaying these exact
symptoms: light came on but the phone did not charge.

Test the Tungsten power plug with a voltmeter when the charger is plugged
into the cigar lighter socket.

Jonathon's advice is best. Especially if your normal wall charger is
working. If it's simply a break in a wire you should be able to detect
where with the volt meter, snip out the bad section and solder/tape it
together. Worst case is your car charger is shot (not likely). But if
so, Sanyo or Samsung (I forget which) makes a car charger for their cell
phone for around $10 that works perfectly with the T|E. Check at Best
Buy or someplace similar. The output jack will fit and the voltage will
be around 5.5 to 6 volts.
