I want to transfer pictures from a deactivated ATT cell phone to a new Motorola smart phone, but can't get instructions on how to do it

Maybe that's because you give no details for anyone to work with. What kind of phone? What kind of smart phone? Does the old one have bluetooth? Does it have a memory card? Does it connect to your computer via usb? Is it pay as you go?

Or transfer the pics via bluetooth, or plug the old memory card into the new phone, or buy a prepaid card and send them as picture messages, the list of options continues.

OP really doesn't give anyone anything to work with except the invitation of sarcastic responses.
