That is going to barely be at the minimum specs or maybe not even that. The ATi 3200 is a 128MB - 828MB of shared memory card. That being said it is not up to the 3850 ATi minimum requirement. The CPU doesn't meet the minimum for AMD either.
any other suggestions that are under price range that are closer?
Other thought was the Eee PC 1201N
the eeeePC has built in gpu, not going to cut it to play the games you listed.
