My Windows 7 motherboard stopped working so I installed a new motherboard. The SATA hard drive is not recognized by the motherboard software or the Windows 7 installation disc. What the heck?

Go into the bios and make sue that SATA is enabled and also turn switch IDE to SATA mode or AHCI

It more than likely that the Sata option is turned off in the bios, Sata or Ahci mode will do.
Make sure the Sata ports of the board are enabled some have the option to turn ones off you do not intend to use.
Don`t forget to do a clean install of windows 7, as you will run into problems if you try to launch the existing windows installation on the new board if its not the same chip set.
