why am i experiencing a shaky screen. no magnetic devices nearby though that might cause this problem. i am using an HP LED monitor

You mean the screen shakes simply in desktop mode or when gaming or both.
It could be fixed by....
1. Install latest driver
2. Install older driver
3. Connect video cable to different port (if available) on the video card and monitor
4. Try another cable
5. Stop drinking so much caffeine!!!!
