Why i cant run win 7 64bit?

My pc specs:
Intel(R) Pentium(R) 4 CPU 3.99ghz 2999 Mhz
Motherboard: Phoenix Ltd 600 Pg
4Gb Ram ( 1gb Useable) <---- the reason why i want win 7 64bit
it's a Medion not sure what kind it is..
If you need to know more i will search that please help my

IF you are on a 32 bit os then 3gb will be useable unless you have a graphics card. You can't run 64bit os because your processor isn't 64bit. To run a it you would have to upgrade to a new pc.

Stay with your p4 and Xp i think so , win 7 64 and p4 isnt a good deal

What exact Pentium 4 do you have? Only the very last of them, the LGA 775 Pentium 4 6xx series can do 64 bit. All the earlier chips were 32 bit only.
