Network Performance Testing

Is there a way to determine in a network if and/or where a device(s) that
could be causing a performance degration are? Software in particular is
what I'm curious about.

Software that is accessing the Network? OR???
There are network performance software packages available, but which to use
depends on the type of network you have.
From a command prompt, type ping 192.168.1.1 (or whatever the IP is of your
router/firewall/proxy server).
That will give you a very basic idea what you network is doing at the
moment.
