what is the difference between ULV and CULV? And how can a 1.3 GHz processor run fast (most laptops are like this if it has ULV processor) ?!?!? and im probably just a computer noob so explain plz LOLZ....

No difference. Consumer ULVs (CULV) is the marketing trend of Ultra Low Voltage (ULV) CPUs entering the mainstream market.
