Tv-out on PC to 32" Widescreen CRT TV?

Hi there,

I have been playing around with the idea of getting a ps2 but then i thought
no i should go with a pc.

My issue is, can i output to TV and if so does it fill the tv screen i..e no
black lines around it?

Also are games now designed for tv's too, i.e. if some writing is displayed
on the tv is it readable or only on a monitor

The connection will be via Phono leads as this is what my tv supports rather
than svideo.

The games i am talking about are the directx ones, in which case what
resolution should i pick to output to tv.

Basically where i am going with this is "Can i get the same output quality as
a PS2 on my PC"

Any advice or help would be gratefully appreciated
