Are you running the FSB at 200? That will give you 2.2ghz (200x11). Should be able to do that and that will greatly increase your score. Other than that the scoure you have sounds about right with the rig and settings you have..
3DMARK03 does not depend much on CPU, it is mainly graphics card dependant. Also, your score is very much on target. The 9500PRO performs better on average and has a score around 3500 usually. You could check around, and no matter how much you overclock, your system has the right score, and the most you'd get without OCing the card would be around 3300, I'd say.

It's too bad THG has stopped using 3dMark03 on their GFX Card reviews. Although it's true, if there is anything which can help you realize if your game runs right, it's to check out benchmarks of it with a similar system to yours and compare. Take Aquamark 3 for example, great tool for benching cards and far from synthetic. Mixes DX8 and DX9 well, so it should represent system performance all around.
Get it if you haven't, and compare scores afterwards. A 1.9GHZ OCed 2500+ should be around a ~2650+'s performance on average.
