I need to improve the clarity of a picture, say from 300 to 800. How do I do it?

Picture quality depends on the source.. It cannot be improved on the user/display end.. Further, the dot pitch of a display cannot be changed.. It gets locked at the time of manufacturing.. If you are asking about changing the DPI (Dots Per Inch) setting then you can access it (on windows 7) by right clicking on the desktop and selecting personalize..
