Online laptop help

Hello,
I can't open the control panel....every time i try it says....the file does not have a program associated with it for performing this action please install a program, or if one is already installed, create an association in the default programs control panel.
Please help.

Any recent changes to your System? You could try System Restore and revert to an earlier point...
