Firewall is on, but I have no access to the settings due to that message box

Make sure that there is no third-party firewall installed and try the
"System Restore" tool. Also, replacing the file "firewall.cpl" *may*
help. The easiest way to replace that file will be installing this
optional update (KB897663), provided that SP2 has been installed:
