No Processor Throttling

In the windows xp power scheme isn't Always On supposed to keep the processor at the highest speed? Instead Always On is keeping my 2.1 GHZ Pentium M at 800 mhz. Is this correct? Thanks!

Yeah like on this website when on AC in the Always On scheme it should run on the highest not on the lowest frequency, which my laptop is doing now.

Oh never mind I changed the throttling setting in the command prompt.
